Does protecting intellectual property foster or hinder innovation?

One of the problems of intellectual property protection is that it prevents creative knowledge from spreading with a financial barrier, but she suggests that NPOs would play a role to make it available for free or a reduced cost. Her assertion seems to be based on an assumption that financial rewards will encourage people to come up with creative solution, and it's sure that creative industries have to make a profit from their intellectual property.
